In the sense that du's primarily owned by the Federal Government and and Emirate owned investment bodies. it's got a very similar ownership structure to etislalat, but one doesn't overlap with the other.

" from zawya Etisalat is 60% owned by the govt, I believe that they also hold shares in du via a bit of shadow company trickery, unfortunately that data is now subscription only on zawya |
