On top of another article I read whereby the police and government have said they don't want debtors being put in prison due to the resources it takes up as well as the fact that it is not a criminal, rather a civil matter; it may look like the country is trying to develop a civilised side to its financial matters.

I read that one too, the Chief of Police complaining about the number of debtors being jailed, filling up his cells...

Not so sure about your heading though... the article says that it's Abu Dhabi debt related prisoners being freed as Khalifa's paid their debts for them. Dubai people not so lucky...

Now you know the reason why debt ridden people are send to jail, so they can be released on auspicious day. Unfortunately i do not think i would be so lucky looking at the present Dubai financial situation.
