Yes, tons of cafes and Hotels have hotspots.

I dont know about sharjah, but dubai has loads! :D

And it's often free access to the internet, or if you're lucky the intranet. There's a shopping mall called "City Centre" I think? Last time I was there and opened my laptop to scan for some leaky network I could use? Actually got on to the Intranet, which is unsensored, with a few tricks that is. Have fun...
