Any recommendations as to the best place to get my PADI?

A friend did it at Al Boom earlier in year and said they were fine - I think it's 1800 for Open Water.
JBH also has a dive center, around 2000 for Open Water, but about 1600 with discount.

I thought Al Boom just did pool work and theory in Dubai and did sea dives on the east coast?
