As an ex-Londoner who loves public transport and the heat - don't live more than 10/15mins walk from the metro. The summer heat kills you even at 9am. You can get a nice 1 bed in the Marina - Park Island is nice but maybe slightly above your budget, worth looking into though.

The Marina area is a very busy place and if you could get a job in the same area then that would be ideal to live there but if you have to travel off the Marina it is a pretty busy area to get on/off at. As previously said JLT is a nice area or The Springs but not sure the price of rentals on The Springs. We live in Tecom as my husband works in Jebel Ali Free Zone and I am under a 10 minute walk to the nearest Metro station. You do have to take into consideration the Dubai traffic which can be a bit of a nightmare hence my husbands commute to work is an average commute. If you chose Al Barsha your near Sharaf DG metro station but there isnt much there I dont feel but it depends on what you want from the area. I like Tecom as it has quite a few pubs/bars within walking distance.

Good luck

Very much dependent on where you live on the Marina. Check the traffic at the times you'll be entering / exiting. I was in Sulafa Tower, and it rarely took more than 5 mins from / to SZR.
