I didn't have to for UAE. Had to get highest education certificate and professional qualification certificate attested.

Another thing that may or may not help:
If you are living in Scotland now (just a guess from your username) when you send your certificates to the FCO at Milton Keynes for their stamp/certificate state in the covering letter that your address is in SCOTLAND in big letters. The first time I sent mine away they came back unsigned because they said my solicitor was not on the Law Society website for ENGLAND and WALES.
It got sorted in the end but cost about ten days of time and hassle getting it sorted.

No - birth certificates are covered as Crown Copyright so the FCO has a database of authorised signatures
