I would choose Dammam or Dhahran. The east coast cities have a much more relaxed atmosphere. They are cosmopolitan with the oil companies being based there and women are much more free.
Riyadh has good infrastructure and facilities, but is the most conservative of the main cities. Even western women have to wear the abaya (cloak) when they step out.
Jeddah is the most relaxed and open society - but the climate is humid and muggy.
Those are all the places I have been to in KSA. Heard that Taif is a pleasant town too.
Avoid Jubail and Yanbu - even by Saudi standards they are boring places.
Parts of Riyadh and Jeddah feel like South Asian cities. Dhahran and Dammam instead feel like American suburbia.

we say "one day for you , one day on you " it means if things goes great for you now it will not last ever it will change . it is like an economic cycle .
