He may mean parking garage and by mechanical he may mean some sort of vertical garage where your car is lifted and placed into a hole/space, as opposed to you driving and parking yourself.
Think I read about them somewhere a while ago, but don't know if there's one in Dubai.
I may be wrong though.

There was meant to be one of those in Daman Tower in the Trade Centre. Dunno if they installed it in the end tho.
