Interesting that they keep referring back to two 9/11 terrorists have links to UAE...does that mean anyone from Timothy McVeighs home state cannot invest in American interests?

The sukuk was open to financial institutions as well as individual investors (I think offered by the FI's to their employees , HNWIs). Under the offer, the bonds will be repaid within two years, with 70 per cent returned in cash and 30 per cent as equity shares from the planned public offering.
