As you are living in the '' diplomatic quarter'' can you not meet people there - such as in a communal gym, swimming pool or just chatting in lift etc? Maybe there is a communal notice board you could post a coffee morning meet up? Or you could have charity ''bring a cake'' and put messages under peoples doors etc. Can you have friends to stay from home? Good luck!
