10Dhs tax on all phones coming into UAE?

When it says imported for use, will that mean all phones at the airport, will it include tablets too?
I wonder when we can expect the U-Turn?
Sheikh Mohammed bin Rashid, Vice President and Prime Minister, has issued a Cabinet resolution imposing a tax levy of Dh10 on each mobile phone imported for use in the UAE, the state news agency Wam reported.

I think it means imported for sale via distributors not general visitors.
