Why was EAD denied?

My wife's EAD was denied and they stated some vague reason about not
meeting eligibility requirements under (c). however, she's already had
the EAD renewed 3 times since we've been waiting for the AOS interview
(which is about 4 YEARS now!) We've moved from Chicago to Houston and
back to Chicago and each time we've informed both service centers of
the change in address. She received an EAD from the CSC last year but
was denied this year. Hopefully, this is a clerical error. Does anyone
know how often we can renew the EAD and also the best way to handle
this mess? Should we hire a lawyer, ask to reopen the case, go to the
office in person, etc?
Please advice and thanks in advance.

What does the CSC have to do with it? Chicago is NSC and Houston is TSC.

It could be a problem of jurisdiction.

Because your wife is eligible for the EAD as an I-485 applicant, there is no
limit to the number of EADs that can be issued. She is entitled to EADs
until the I-485 is approved or denied.
You might try asking your Congressperson for help with this (Member of the
House of Representatives for your presence residence).

Because your wife is eligible for the EAD as an I-485 applicant, there is no
