where to file I130- INS web site inconsistent

Default where to file I130- INS web site inconsistent

The I130 page says to file with service center for your locale. OK, that's Vermont.
On the Vermont page, it DOES NOT list the I130 as one of the documents it processes.
I am reading here that Missouri processes the I130. Can someone unconfuse me? Thanks.

are correct Submit to VT

If your spouse (or other relative) is outside the US, you file the I-130 with the
Service Center for your area. You were probably looking at the "About Us" page on the
Vermont INS Service Center site - see the "Overview" page and you will see they do
handle I-130s http://www.ins.usdoj.gov/graphics/fi...t/overview.htm If
your spouse (or other relative) is IN the US, you file the I-130 and AOS paperwork at
