When to file for DV-2003

I won DV-2003 last week, and will be filing through consular processing. My problem
is that I don't have a permanent address right now, and won't have one until JULY 1,
2002. My current address will not handle mail-forwarding until December, which is
around when my rank-order number becomes current.
1. Should I file my application right away, and then call the Kentucky COnsular
Center later and file for a change of address?
OR
2. Should I wait until July 1, 2002 to send in my application with my future, and
permanent new address?
I would greatly appreciate any advice.
