What if visa avail before I130 appr.

I was just wondering, What if according to the visa availibility document that you see everymonth from the USCIS says that you ur date is current. What date is that? Is it based on when u filed your I-130? And what if your I130 is still not approved. What happens then??? can someone explain please..

sorry i didn't mean to be confusing but if u look at this link, http://travel.state.gov/visa_bulletin.html it has dates of visa availability for different catagories. For a perminant resident spouse, it say visa available for app filed on 08DEC99. But what if your I130 is still not approved, but they have a visa number to give you. Must an I130 be apprvoed before a visa number could be issued?

Why didn't you wait until your spouse become a US citizen to petition for you? It is quicker
