What if my girlfriend and I decide to get married while she is visiting?
My girlfriend will be visiting me here in the U.S. next month. What
if we suddenly decide to get married? Her plans are to return to her
country, a French protectorate, after her visit here next month. She
will be on a tourist visa for this visit. She had planned to return
here to visit again in the summer. If I can get her to agree to marry
me while she is visiting here next month, and if we got married and
she returned to her country would this arrangement allow us to get our
paperwork done and completed before she had planned to return here in
the summer anyway?
I have looked at the fiance visa application process but I would have
to rely on the element of surprise in order for her to agree to marry
me, I believe.

There is nothing iimproper with marrying on a Tourist visa, there is a potential issue if you then want to stay but that does not seem the intent.
K1 is the Fiancee Visa
K3 is the Spouse Visa
Not sure if you would get a K3 in time for next summer even if you started now.
There are lots of things to consider so have a read and then ask any questions that you have.
