There are differences, I think, based on what I've read here

My fiancee and her son live in Moscow and when I noticed on the Consulate website that she had an interview date we started looking for a Packet. The mail service is very VERY bad where she lives, and when she didn't recieve the packet I emailed the Consulate and eventually she called them. The Consulate then sent a second packet. They told her over the phone that all the forms could be filled out at the Consulate the day of the interview and the other stuff to bring. They told her she could do her own translations. (Where she works now it is part of her job to do Russian-English translations and she is pretty good at it). She finially got both packets in the mail on the same day about a month after the first one was sent!!
It took her about 3 weeks to get the police certificates. The medical exam was easy to schedule and after a little tussle she got the results.
She had her interview Aug. 7, it was rather short and she had no problems. They took her money for the visas after the interview, but like a few hundred other people since July 22, she is still waiting for them to be issued.
At work I have an email attachment from the Consulate in Moscow of the list of requirements (or the instruction sheet) they sent me (and I sent on to Sonya). If you are interested send me an email and I can send it to you tomorrow.
Hope this helps.
----Fred

Here is some information from Doc Steen's site. If it is still true, you will not
get a packet 3. Take a look at the website: "As of 9/14/00, Moscow no longer mails
Packet 3. "
http://k1.exit.com/russia11.html
The best way to find out for sure is (unfortunately) contact the Consulate in Moscow.
