What is A#, and why some F1 students have it and others don't?

A# is the Alien Registration Number. INS issues these numbers when they create a file
on somebody - for instance, because somebody applied for a Green Card or was in
deportation proceedings. So few non-immigrants have an A#. But once you have one, it
is yours to uniquely identify you, similar to your Social Security Number.

I'm not sure where the A# figures with F-1 visas, if at all - maybe the person
already had an A# before becoming an F-1?
