VWP and Marriage

I hope some can help with this:
I am currently an American citizen living in Turkey, with my fiancee. My fiancee is Portuguese. We both are planning to get married in the USA this summer. But we do not have the K-1 visa. So my fiancee was going to enter using the VWP.
We are planning to get married and then travel back to Turkey to work another year (until July 2005) in Turkey and then move to the states. We plan to file for the K-3 visa IN TURKEY. That gives us a year to get all the paperwork sorted.
Here are a few questions I have:
1. The VWP is not, I believe, for marriage. However, if we get to America, decided to get married and then leave for Turkey and then file for the K-3 visa, it should not be a problem. Right? As long as my fiancee is not carrying her wedding dress through immigration and talking about her wedding to the officer
2. Is it a problem to file for a K-3 vias in a different country than my fiancee's native country? She is Portuguese, but we would file the paperwork in Turkey.
I hope someone can offer any advice or tips. Thank you everyone!!!!

Bring proof that you will not be remaining the US when you enter.
Check into direct consular filing at the US Consulate in Turkey as opposed to K-3. If allowed, you can get her residency within a few months of applying rather than the almost year wait for the K-3.
