Is he going to stay clean after the next 3 drug tests?
I'm guessing you meant to write "he can stay clean". Still, even this comment indicates that applying for a visa wasn't sufficiently important to him.

Hopefully he can't stay clean now for 12 months as he knows how important it is for him to do so.
