Does he speak Spanish? If he doesn't IMO he is unlikely to get any sort of supervisory role in construction.

Absolutely! The bulk of labour in construction is Mexican, across the whole US, but the further south you go, the more true it is likely to be.

If he had skilled construction skills, such as plumbing, electrical, or finish carpentry, then he'd be in a different situation, though would face licensing issues for plumbing and electrical work, but in basic construction, not having Spanish would be a huge handicap.
