So I'm planning on moving my family to the US next year sometime, and
I'm looking into visa information for my wife. I'm a US citizen, she's
a German citizen and my children have both US and German citizenship.
I'm pretty confused about the process. Do we have to have a residence
in the US first? If our I-130 is approved, can we move to the US
without the actual immigrant visa being approved?
We've heard horror stories of families being separated from one another
for months because of problems with immigration, and this is obviously
something we'd like to avoid. Any and all help would be much
appreciated!

You, the USC petitioner, must have a domicile in the US. Read about domicile

No, you have to wait for a visa.

Don't know about Germany, but in Poland, if you file in the consulate, the
whole process takes about 3 months.
