Default US Army man wants to bring home his Phillipine wife (help for a friend)

Hi everyone, someone I chat with has a son in the Army (serving in Iraq I believe) and has married a Phillipine woman in Korea. I think they've been married for about a year or so by now. He is not in the US right now and is wondering how he will get his wife here. (I can get more accurate details if it's important)
Can he submit paperwork while he is outside the US to petition for her visa and have her move here before he comes home?
Or..does he have to wait till he comes home and petition for her on a K-3 and wait till it's approved before she can come?
I wonder, also, if military requests are handled any differently.
His mother is so worried about her son AND all of this, and I was hoping I could shed some light & hope in her direction.
Anyone have any information?
