Default Uniting my family, PLEASE HELP!!!

Hello everyone. I was wondering if someone could suggest me the BEST and the FASTEST way to get my sister to America and live here. Here is the status of my family:

Dad: US Citizen
Mom: Pending I-130 at the NVC
Me: Perminent Resident
Sister: Nothign at the moment, trying to get the best way in.

The first thing that comes to my mind is, K4. Although, I'm not sure if my dad could file it WITHOUT filing the K3 for my mother too, which is not possible anymore, since my Mom has an I-130 going. My sister is 16 at the moment, just giving some info to work with. If there is other way, please let me know. Also, how long will it take from the filing of the K4 to the interview, if filed from Philadelphia, PA. I thank anyone who helps me, in advance as I'm really tense, trying to get my sister to live with me.

Since ur 16 is only 16 should be fairly simple, have ur dad file I-130
for her immediately!! A friend's father just did it for his family and
it took about a yr total, 6months to get I-130 approved and then have
NVC send it to their country consulate.

Why can't he apply for a K-3 for your mom? Is she in this country?

We don't want to apply for my Mom's K3, because her immigrant visa is almost about to be granted to her. So, I was wondering if K4 could be filed just for my sister alone without filing K3 for my Mom. Please someone try to answer this question of mine. Thanks!

I don't know the answer about whether it is possible to do the K-4 by
itself -- I doubt it. See http://bcis.stephenpalik.com/faq/k1faq.htm#13.5.
K-4 is a derivative status of K-3.

Your father should immediately file an I-130 for your sister requesting
consular processing, to get started in case the K-4 cannot work.

See
http://groups.google.com/groups?hl=e...a.noc.ucla.edu,
written over a year ago. If your father had filed Form I-130 for your
sister at the time, she might be a permanent resident, safely in the U.S. by
now.
