Unexplained I-751 move, TSC, Charlotte, NC (local office)

Hello all who applied through TSC for removal of conditions,
This the experience my friend had: he submitted I-751 to TSC on 17 Sep
2003, received NOA (local office is Charlotte, NC) and had heard
nothing since then. Applied for N-400 on 14 Sep 2004, had fingerprints
done for naturalization on 09 Nov 2004. Also, the same day he used
Infopass and asked about the status of I-751. The officer told him
that his case was transferred to Miami, FL, and that he could not
explain why (my brother has never lived or even been in Florida ??)
The officer stated that she was puzzled too and did not have any
explanation. The officer said that they are supposed to wait what TSC
tells them to do (how is TSC going to handle the situation without the
file?)
Anybody can explain what does this mean: case being sent to Miami?
I have send my I-751 on 24 Jan 2004 to TSC, but I have few more months
to go considering that they are processing 08 Oct 2003 cases.
We both live in Durham, NC

makes no sense why he went thru all that .
Sept 03 filed with TSC for the I-751 for UK hub
recieved NOA reciept and 1 yr extension 2 weeks later
recieved RFE 8-04
sent out RFE within 2 days of recieveing it
moved to Maine from Florida 9-04
went into Portland Maine INS office for stamp in UK hubs passport
filed change of address 9-04
approval was already in the BCIS computer, went out localy did pics
ect ect came back to BCIS local office and submiited what they needed
for 10 yr card...3 weeks later he got the 10 yr card.
