When translating documents for INS (diplomas, transcripts ect.)does the
translator should have some kind of certification or anyone fluent in both
languages will do?

Just ask a friend who's fluent in your native language and in english to
write on the translation :
I, , herbery certify that I'm fluent in both and english and that this document is a perfect translation of

No, the translator need not have any kind of certification.

statement in the format given by xxx yyy.
The attachment of that signed statement makes the translation a "certified
translation" according to the regulations.
