Is there'a any requirement on minimum salary when applying for Labor
Cert (traditional)? The position is Senior Web Programmer, and the area
is Northern California.
If there is such requirement, where can I possibly find the exact
minimum salary? Thanks!

Your lawyer should know that.
The salary specified in the LC has to match or exceed the prevailing
wage for the job category in the metropolitan region.
DOL has the information about the prevailing wages:
