Virginia DOES NOT require a SSN to obtain a VA marriage license.
Requirements for obtaining a VA marriage license may vary *slightly* depending on the county/city where you get one, but this is more or less what you'd need:
- Both parties appear in person before the Clerk of Circuit Court
- Both parties must provide photo ID for proof of age (18 or over) -- drivers license, passport, etc.
- Provide certified divorce certificates (if applicable) as proof of legal ability to marry
- $30-$35 CASH
There is no waiting period for the marriage license issuance -- meaning, you'll get it then and there -- but it expires after 60 days. The marriage MUST take place in Virginia, but you are NOT limited to the city/county where you obtained the license. In other words, if you get the license in Alexandria, you can get married in VA Beach, etc. No blood test is required, nor is Virginia residency.

For my first marriage (in 1996, to a USC), we obtained our marriage license in Fairfax County but were married in Henrico County in Richmond. It took about 30 minutes, tops, to obtain the license. (It would've taken less time, but my then-fiance/now-ex-husband decided to be cheeky and wrote "Human" as his race in the "OTHER:" category -- the clerk wouldn't accept this and we had to fill out a new form!)
My second marriage (this one for keeps! ) will most likely also be in Virginia, but I haven't a clue yet where it will be (or what kind of wedding it will be, for that matter!!). I looked up this info myself months ago to be sure Mark and I wouldn't have any problems fulfilling the license requirements.
Where are you in Virginia? There seem to be a lot of US-UK couples settling in VA, it seems... We should have some sort of convention! LOL

Not according to the Monroe clerks office.
I had to have my ssn, one of us had to be a resident in the town. She said I
should have had my state id as well which was not listed on anything I had
read. I looked panic striken and wibbled about parents coming in the country
and wedding date set for the following week and she said she'd do it anyway
(note I had my passport, my birth certificate, my stamped I-94 and my ssn
with me and she still said the state id was required and that the visa and
passport weren't good enough (she also said that that seemed very silly but
those were the rules))...
So I guess it pays to check with the actual office you are going to get it
at.

Mrs Blackross and Jenney & Mark, I am near the DC border in VA (two words: rush hour!!! LOL) I didn't know there were a lot of US-UK couples in the area, that's cool! My fiance is from Canada, I wonder if there are a lot of USC/Canadian couples in the area too?

Idaho requires one however because I didn't have one at the time my
husband spoke to someone higher up and explained the situation. Just
entered Canada, marrying in a week, SSN won't be back in time. We
were allowed to bypass it.

Stantton and I got married in Winchester, VA (live in DC area) and he used his Social Insurance number on the marriage license. They were pretty instantant that SOME number be placed there. BUt they were really quick on getting the certified certificates to us (took about 10 minutes).

I didn't need a SSN in Ohio. In fact I didn't need any documents at
all when me and my husband were applying for a merriage license. They
said however it is my responsability to get a SSN after we are
married.
