They all require confirmation that you are here legally!

Many H4 visa holders are here legally and are often the spouse of an H1b visa holder. However, H4 visa holders are not issued with an SSN.

Here in Indiana the BMV acknowledge that problem and the H4 visa holder has to fill out an affidavit stating that they are not eligible for an SSN after which the BMV will issue a drivers license.

That is correct for Wisconsin too. H4 visa holders do not require SSN to get
a driving license.

However, I have heard a different type of problem in some states. These
states require legality of the alien's stay and issue the driving licence
only for the period the alien is legal to stay in the US. For example, they
require EAD, which normally has only one year validity.

Colorado needed the EAD, SSN not good enough.

Georgia did not require a SSN, but did require several forms of id, and proof of legal status.

That is why I answered the question that everyone needs to be here legally in order to get a driving license. It doesn't matter in some states whether you have a SSN or not (I didn't have a SSN but got a driving license) but in all states you have to prove that you are here legally (whether that is with a SSN or visa and letter from SS office stating your legality of being in the US) in order to get a driving license. So the question asked can be taken two ways - one the person asking the question is here illegally and wanting a way round the system or two they didn't realise that it isn't the SSN that matters but the fact that you have to be here legally. Either way, it's proving that you are here legally that is the key to getting a driving license, not whether a state will allow you to get a driving license without a SSN.
