Hello,
I am a recent naturalized US citizen. My brother is studying here on F1.
Is there a way I can sponsor
him ? If yes, what is the procedure and how much time it takes.

In theory, you can sponsor him. In practice, the problem is the time
factor - you would sponsor him in the Family 4th preference category. This
preference category currently has a backlog of about 12 years (and well
over 20 if your brother was born in the Philippines). During that time, he
would not get any immigration benefits, and in fact he may have problems
coming back to the US if he leaves.
