Can anyone tell me what is considered enough income to sponsor a spouse?
and for co-sponsorship, who can do this, and what is involved?

Jenney has given you the URL for the USCIS website. If you went to the poverty guidelines given in that URL you will see that you need for a family of two = you and him = an income of $15,612 before taxes to qualify as his financial sponsor. Someone else can be his sponsor if you cannot do so although you still have to complete and submit the appropriate affidavit of support. You can use assets but the assets must be 5 times the whole amount or 5 times the amount you are missing to make up the $15,612, i.e. you make $14,000 and need to show $1,612 times 5 in assets.

The co-sponsor must meet the financial requirements for a family their size plus one - your fiancee.
