Default RFE???

If an RFE is to be issued, is it more likely to be issued at the beginning of
the process shortly (within a month or so) after it was sent in, or is it
something that you are probably going to receive around the time that think you
should be receiving your NOA2?

Sitting on day number 184 and worried that instead of an NOA2, Im going to
receive an RFE instead.

impossible to say. They have been issued at all times.
5 weeks seems to be an average.

At the end. Your case is moved through the mail room, presorting, sorting, data entry and to its place on the file room shelf by SCOT contract employees, not BCIS officers. SCOT contract workers don’t evaluate your submission (but of course, I assume that if by chance you did not include your filing fee(s), than I assume the case would be kicked back to you by a contract employee). As the BCIS officers finish working on cases, they have a bin or two (or perhaps more) of case files (usually around 25 case files fit into each bin) sent to their work station. This is the first time that a BCIS officer will be evaluating your submission, and is the time they will notice the need to send an RFE.
