They did NOT request "notarized" copies. However, they may have asked for 'certified" copies. Contact IRS and ask. Probably too soon to get certified copies of the 2003 return.

Take them to a notary.. It doesn't have to be a bank.

I had my tax return notarized at a fed ex shipping place where they also have a notary.
They notarized my 2002 return. I don't think it was something I had to do, since the I-134 is notarized, but I did it anyway, because the instructions that came with the k-packet said to submit a notarized copy of the most recent tax return. I only submitted my 2002 tax return. I also sent in the irs transcript.
I might add that it does not say to submit the last three years returns which is a common myth repeated on immigration forums and is not correct for Manila.

I was wondering about this because there are no signatures on my returns -
they are filed electronically!

Well, there is a digital signature, but I don't know how you would

I wonder if the certificate authority could be considered a notary in
this case?...

What the notary can notarize is that the tax return is signed and for the person in question. This would be a Jurat that would need to be notarized. Even if you file electronically, your tax transcript will be available within 14 days of submission. What this means is that after you send in the confirmation of electronic filing and the return has been accepted, the information is uploaded into the IRS mainframe within 72 hours and validated by internal check systems.

However, I vaguely remember that when I orderd my tax transcripts over the phone, the automated system said that it must be at least x months after sending in tax returns before you could request tax transcripts.
Getting the signature certified does mean that the tax return is correct or legitimate. I somehow don't see how this would prove to the consulate that it is legitimate. Only copies (certified or otherwise) of tax transcripts (which the IRS has obviously accepted) would be considered legit right? We really do need to clear up the myth surrounding the whole issue of tax returns, vs tax transcripts, vs certified tax transcripts, vs 3 yrs tax returns, etc..way too confusing..

Your answer is confused. A jurat and an acknowledgement are two diffrent things. I can envision an acknowledgement on the signature on a copy but that is clearly not a jurat.
I've never seen a request for "notarized" tax returns. And that makes sense in that neither an acknowledgement nor a jurat is applicable or meets the reason for supplying the returns in the first place.

What can be done is to attach a document attesting that the copy of the tax filing is a true and correct copy (i.e., "Attestation of True Copy"). The tax filer would sign the statement and the Notary would notarize the signature.

That still does not show that the tax returns are the ones that were FILED. And, as the notary, you don't have access to the original to compare the copies with.
Government CERTFIED copies will do that.

I am not saying that the OP should use this in his situation as I am unclear as to what he is asking but....
I used the attestion of true copy when I had to submit my tax returns to the consulate for review (notarized by another notary of course).
I have many years of experience with immigration filings, corporation/apostille filings (embassy - State Dept), etc. and we have used the Attestation for many things and have *never* had a problem.
I know it sounds completely ridiculous and it legally doesn't prove anything - just an additional red tape step for the filer - but it works for many things.
