Default Receipt

Dear All,

Today I got my "Application receipt number" for my h1b application.
Does this mean cap does not affect my chances of approval anymore?
There was this news floating around that the cap has reached and the
remaining visas will be exhausted by h1b filed through premium
procesing.
Should I upgrade it to premium to improve my chances?

Thanks in Advance.

No. Only the approval itself will allow you to obtain a visa or status
under this year's cap.

Yes, of course, if it is worthwhile to you to go on the payroll in H-1B
status before 10/01/04. H-1B petitions without premium processing are
taking months.

Thanks for the help.
One more question..
If my employer does not want to pay the fees for upgrading it. Is
there any way I can go to some website pay the amount and get it
upgraded to
premium processing.

You can indeed do the upgrade to Premium Processing yourself. It's not via a
website, but via a form you need to fill out.
You can find it here:
http://uscis.gov/graphics/formsfee/forms/i-907.htm

Read the instructions carefully.

Ask your employer to do it and just your employer back.
