My fiancee and I are considering a vacation in Mexico while waiting for

The problem now is that no one flies direct from China to Mexico. Ling
will have to get a transit visa someplace and, by far, the most
conveient place would be the U.S. Otherwise she would have to fly the
wrong way around the world and stop in France which does not seem to
require transit visas.
My understanding of the transit visa is that a INS officer stays with
those in transit. Seems reasonable to me. My question is, how
difficult will it be for her to get the transit visa? This would be for
a same day onward flight, she would never leave the airport, etc etc.
Is it still a problem?
We just hate to go through the hassle of applying for the Mexican visa,
buying the plane tickets, etc if the U.S. is likely to refuse transit.
We would also be open to other travel suggestions in this neck of the
woods. I really hoped Canada would work out since she could then meet
my parents but it doesn't look good. Cuba was a real possibility (I
know the restrictions and how to legally comply) except that she would
have to transit through Canada or the U.S. (and then to Mexico).
Bahamas, Belize, other countries all have the transit issue since there
are no direct flights.
I'd love to hear suggestions to avoid my 9th trans-Pacific flight in the
past 8 months.
Hey, at least I only have 6 or 8 months MORE to wait. We applied in
June, had hoped for Christmas together here but now it looks like June
of this year is cautiously optimistic.

OK, this is how I understand it from my international travels (please double
check with someone else, I may be wrong):
As long as you stay in the international terminal at an airport, waiting for
a flight to a different country, you do not need a visa for the country
which you are transiting through. You only need a visa if you are exiting
the intl. terminal through a port of entry.
As long as the airline does not require a visa for a ticket, your wife could
fly from China to the LAX International Terminal, get off the plane, then go
to the gate for the flight to Mexico. The only visa required is the Mexican
one.
