Default Questions regarding V visa

Dear friends
I have a few questions regarding V visa. I am a naturalized US
citizen. My parents received their permanent residency through me.
After my mom became permanent residence, she filed an I-130 for my
younger brother in March of 2000 who is now 18 years old. The
immigration approved the application and gave a priority date of April
2000. Will my brother be eligible for V2 visa in April of 2003? He
currently lives in overseas. Can he apply by himself even though my
dad already has the green card through me? Will his V2 visa expire
when he is 21 years old? If his priority date does not get current by
the time he is 21 years old, will he have to go back to his country?
I would appreciate any response. Thanks in advance for your help.

Hi, your mother, your father or you can go through the visa I 130, that's not a going to be a problem for him to come here due that you are blood related (family). He should not allow his visa to get expire, he should follow up immediately due that USA is becoming tough in investigating people why do they allow their visa to expire and they will be questions. If USA gives you the opportunity to come your should grab that opportunity and don't allow any obstacle to ruin your plans.The reason USa is becoming difficult is after what happened the September the 11th, he should not allow his visa to be expire. It usually take 6 to 12 months after you apply. Take Care and Happy New Year.

According to http://www.ins.usdoj.gov/graphics/howdoi/hdinonimm.htm, he is
apparently eligible.

Yes. His application has nothing to do with you. His V-2 visa application
will be based on the I-130 that his mother filed on his behalf.

Yes.

If his priority date does not get current by

If he wishes to remain in legal status, he will have to leave the U.S., or
change to some other status (hard to do as most statuses require temporary
intent). If he can graduate from college before he becomes 21, maybe he can
get H-1B status in time.
