Question on J2

Question for an aquaintance:
he want's to come over on a J1 for 6 months (and after that travel for 30 days). He will get his DS 2019 through anorganisation (I believe council), but they don't issue DS 2019s for spouses. Is there any other way, she can get her DS 2019 in order to get the J2?
I suggested asking for a B2 visa, but the thing is, that a B2 can only stay 6 months sharp, and they want to travel for 30 days after the sixth month.
Is there anything else, she can do? Can the Organisation just refuse giving her a DS 2019 and thus seperate a couple?
