It is sounding as if there is some back story here, information that we don't have that is influencing your choices. It does make it difficult to offer an alternative to your plan, whatever the plan is.

What is the risk that you are concerned about? Risk of problems when he is ready to immigrate to the USA, or risk that he won't be granted entry when he tries to make a 2nd visit so soon after the 1st?

I suspect that this may be an indication of where some of the misunderstandings lie.
