Default Q: J1 2YR HHR Waiver via IGA after USIA funds received?

Hi all,

I am about to seek waiver of 2YR HRR through the sponsorship of the Department of
Energy. In the past I was (indirectly) sponsored by USIA for a 1-year exchange
program. I have heard that USIA rarely grants waivers in cases that involved USIA
funding EVEN with Interested Government Agency (IGA) sponsorship. Is this true? If
anybody has any experience/knowledge on this to share, I'd really appreciate it.
