Provisional File London?

I faxed a copy of my approval notice to the London Embassy yesterday. My fiance
talked with someone at the embassy today who said that they do not accept faxes. He
was told they would open up a provisional file when they recieved his paperwork. i am
confused because i have read on here as long as you fax them a copy of the approval
notice they can open a provisional file. i got the fax number off of this site. has
anyone done this lately? any luck? Megan
