To Perm or Not To Perm?

I have been waiting for 19 months on my Labor cert...then the chicago regional office transferred my app to the Dallas backlog center...Only God knows how long my app will be there...so I am thinking: Is Perm a good idea in my scenario? Is any of you familiar with the process? Bottom line: Is it worth it?

No one has any experience with PERM. The PERM program will come into
existence on March 28, 2005.
There is a procedure for converting old labor cert applications to PERM
labor cert applications (the employer must in effect withdraw the previous
labor cert), but there are many issues which have yet to be clarified. The
Department of Labor can simply deny the request to convert to PERM.
If you can accept the risk of denial of the previously filed labor cert and
starting over, you might consider the conversion to PERM, with the
assistance of a very good immigration attorney. Otherwise, you had better
sit tight. If you need the priority date for your H-1B status to be
extended beyond the sixth year, it seems to me to be foolish to risk denial
of conversion.
