Default own funds for financial support (K1)

I want to use my own savings to demonstrate financial support for K1
visa. The instructions say that :-

'If the income was generated out of the US, a letter stating how the
funds are to be transferred to US should be given'

My question is that -- who should give this letter, the bank or me? I
will transfer this money to my US fiancee's account using
accout-to-account transfer.

Please advise. Thanks.

For the london embassy, I took evidence of my own funds, as well as a letter I had written saying that I would use Lloyds MoneyMover service to transfer the finances to the USA and a previous receipt showing a transaction I had done before using this service. They seemed happy with that... I had a Affidavit of Support too, but only handed in documentation as self supporting.
