Not sure about the pet tax issue...maybe in other States but not in good ole Texas Probably a license fee for vaccines and the like.
Remarks: This message meant in the event you move to Texas...representations as to current Texas taxes (love the way that sounds) are not herein made nor implied in any fashion whatsoever. No animals were harmed during the typing of the message.

Many years ago in the UK a marriage licence was 7/6d (seven shillings
and sixpence) whereas a dog licence was 10/- (ten shillings). I'll leave
it to your imagination as to the jokes about which was the greater value
for money (including the standard bingo call of "seven and six - was she
worth it?")
