Notification of Appointment (for interview?) possible problem?

My fiancé just received the following (excerpted) From the Consulate General
of the United States of America, Casablanca, Morocco:
Dear Non-Immigrant Visa Applicant
Thank you for the notification that you have all the documents needed in
connection with your application for the non immigrant visa K3/V.
An appointment has been scheduled for you to come to this office on Jan. 14,
2003 at 8:30.
.....
Please bring all documents with you on your appointment date.
My questions are as follows:
1) this form letter refers to my fiancé's K3/V Visa. Obviously we have
applied for a K1.
3) the letter repeatedly refers to an appointment, but not specifically to
an interview. Should we assume that this IS his interview?
4) A woman I know online filed for her Moroccan fiancé at the same service
center I did. We were approved one day apart, and our fiancés received their
packets one day apart, with only one difference that we can determine. My
fiancé seems not to have gotten a paper with the names of doctors he can get
a medical exam with. Simple omission, or ominous sign?

Some how number 2 got left out of my post:
2) this was his FIRST packet from Casablanca. He did not notify them that he
had all the documents. Is this a change in the way Morocco or the US is
processing visas? And what is the best/cheapest/fastest way to reliably get
documents to Morocco from the US?
