Default Nonimmigrant Visa Application Form DS-157

Looking to apply for a B-2 Tourist visa and it mentions on the US Embassy
website that males aged between 16 and 45 must also complete the
Nonimmigrant Visa Application Form DS-157 form.

However, at the bottom of the form it says:

*Public reporting burden for this collection of information is estimated to
average 1 hour per response, including time required for searching existing
data sources, gathering the necessary data, providing the information
required, and reviewing the final collection. You do not have to provide the
information unless this collection displays a currently valid OMB number.
Send comments on the accuracy of this estimate of the burden and
recommendations for reducing it to: U.S. Department of State, A/RPS/DIR,
Washington, DC 20520.

Does this mean I don't have to complete the form or not?

Are you saying yes I do or yes I don't have to complete it?

emigrate to the usa is an unknown quantity at this point

You have to fill in a DS 157 with the B2 visa app

YES you do need a DS 157

Saying, "Yes, I don't..." is grammatically wrong in English!
In the negative form, you should say, " No, I don't...."
