No birth certificate for wife what else can be used?

No birth certificate for wife what else can be used?
I see from my immigration step by step book that if my wife does not have her birth certificate available, that we can use our marriage license obtained here in lieu of that.
If not what kind of red tape can we hop through from here to get her birth certificate most easily from Scotland (UK) if no family member is able to provide it?
