New V1/2 Visas
Does anybody have any experience with the new V classification of visas? Specifically, has anybody married their fiance(e) while waiting for the K1 and changed it to the new V1? How long does it take? And does anybody know what the residency requirments are in Russia for a US Citizen to qualify for a marriage there?

For the USC, it would be a K-3 visa.
Mr. Travel married his wife in Russia. Perhaps he will be good enough to tell you what the requirements are.

Since a V visa is only available for those who have had an I-130 pending for
three years (as of Dec 15th 2000) which was in the spouse of a PR category,
the situation you describe is impossible.

Plus, you can't newly qualify for a V visa.
That was for a limited window of opportunity.
For the OP, you would have to file I-130 if you are married.
You can then file I-129F for a K-3.

Mr Travel married his Russian wife at Red Rock Park near Las Vegas on
Mar 7, 2000
We filed I-130 in Moscow on March 31, 2000. Interview and visa on May
10, 2000 (40 days later)
Unfortunately, the USC now has to reside in the area administered by the
Moscow Embassy in order to file
I-130 in Moscow.

Have you read the requirements for the V1?
This is for the spouse of a PERMANENT RESIDENT who filed a
petition ON or BEFORE December 21, 2000 and has been waiting
three years since filing the petition.
So, you don't qualify if any one of these is true.
You are the spouse of a US citizen
The I-130 petition was filed after December 21, 2000
You have waited less than 3 years since filing the
I-130.
