New Requirement For A K Visa ?

The following was reported to me by an acquaintance who is using an immigration lawyer in Bangkok to help his fiancee apply for a K1 visa. It's a rather general statement, not very good coming from a lawyer, which is why I question it. Has anyone else heard of such a thing in Bangkok or any other consulate?

[J]ust as of last month [December], I got a note from my lawyer telling me that Bangkok is now requiring an additional noterized letter from me at the interview. The note arrived to me on Dec 2, 2002. It says "A new requirement for the embassy in Thailand is that you submit a statement that you provided all information on the forms and that you signed the forms. It must be notarized and your fiancee must have it at the interview. Not having it will require filing the application again with new forms."

Thanks JEff. Sounds like they are trying to deal with fraud in the K visa issuance area. Perhaps we can get Mjones to update the FAQ re this new criteria for Thailand.

I posted this to try to get confirmation that there really is a new requirement, and if so what the requirement really is. At the same time, I suggested that my acquaintance talk to the embassy to get their version.
I'm really having difficulty with a lawyer who would tell his client something as general as "you submit a statement that you provided all information on the forms and that you signed the forms. " What information on which forms? The US citizen provides the I-134, but that's already notarized.
I would think that any decent lawyer would provide the client with a suitable letter to sign that the lawyer knows meets the embassy's requirement, a leter with some specifics so as not to make the client responsible for information that the client may not have provided. (Do you pay an estate planning lawyer tell you, "You have to write a statement saying who gets all your stuff when you die."?)
The whole things sounds dubious to me.
