I am in Canada right now. I am moving back to Minnesota so I can get a job. My
husband is going to stay in Canda. (I am not happy at all) The Consulate told me that
all I had to do was write a letter to NE and have them change my address. Won't they
have to transfer my I-130 to Minnesota? Does it stay in NE? Thanks for your help.

It stays at the Nebraska Service Center because that center also governs those living in Minnesota. If you were living in New York then they might have to transfer it to Vermont. But since the Nebraska SC is used by both USC's living in Canada and those living in Minnesota ... you just have to change your residency address.

Since you are moving to Minnesota, the Nebraska Service Center (NSC) would be the
correct office to continue processing the petition. You can send them your change of
address, but be sure to include your case number so they can match up the change with
the paperwork (hopefully, the INS has been known not to update addresses) Since you
are doing a spousal application and your husband will receive his Green Card when he
enters the US, you probably will not have any interaction with the local INS office
in Minnesota. Take Care. Shelley
