Yes, they are.
From the link provided previously:

also required to keep the USCIS informed of their current address"

Not sure on the time frame in your area for receiving the green card. We were told 2-3 months for ours (we are in WA state). They said if we didn't receive it to come back in a couple months to let them know.

My husband and I had our AOS appointment last week and they said as long as you are a green card holder you are required to notify them of address changes. I believe the form required is AR-11.

Prior to the 2 year green card expiring, you will need to submit Form I-751. At our interview they indicated we should submit this about 2 months prior to expiration but his may differ in different locations.

We are currently in England right now, but my grandmother is checking on our place and getting the mail. We received Andrews cond. green card when she picked up the mail last Tuesday (March 2). So we really dont know what day we received it. But if you look at our timeline when our interview was, it basically on took 2 weeks. But we do live in Oklahoma City.

Hope that gives you a little help,
Robin

I thought there were certain green card holders that were required to register. I thought it was based on being from a certain country. Can anyone confirm this?
